HSD School Board Approves Contract with Hempfield Education Association
At its Tuesday, November 12 School Board meeting, the Hempfield Board of School Directors ratified a new five-year collective bargaining agreement with the Hempfield Education Association (HEA), spanning July 1, 2019 through June 30, 2024. HEA represents about 520 certificated staff members of the district.
School Board President Bill Otto said, “The board was seeking a fiscally responsible and sustainable agreement that balanced the need to employ and retain high quality educators and critical personnel while simultaneously taking into account the community’s ability to shoulder associated costs. Via a collaborative process with HEA, we believe we have achieved those goals. With this important element of our operations now settled, we look forward to working together with all stakeholders as we continue our prime mission of educating and enriching Hempfield students now and in the years ahead.”
The contract with the HEA represents the district’s single largest expenditure. The new agreement provides for an annual salary increase of 2.8 percent over the life of the contract. In the area of healthcare, HEA has agreed to higher deductibles and prescription copays, and a new method of calculating premium share. Other key items negotiated include tuition reimbursement, workday rules, extracurricular stipends, and professional development time. HEA membership voted to approve the agreement in late October.
